An International Masterclass in Co-operative Law and Public Policy

This course builds links between co-operative law, Co-operative Identity (ICA, 1995), and sustainable development. How are values and principles translated into legal rules and legal practice? What types of rules are fitting, and what may cause ‘degeneration’ of co-operative enterprise? How do legal structural elements of co-operatives relate to aspects of sustainable development? This course is relevant to an international audience and can apply to all types of co-operatives and mutuals in all sectors of the economy. See the Brief Agenda for more course details.

Delivery

Hagen Henrÿ, a renowned co-operative legal expert, is the primary instructor.  Hagen held tenure as a professor at the University of Helsinki (2011- 2020); he was chief of the co-operative branch of the ILO, and he served as a legal advisor to the German federal minister of economy, among others. He has extensively consulted on co-operative policy and legislation in around 65 countries and remains a pivotal figure in numerous international organizations, including the ILO and the World Bank. He continues his engagement in the field as a visiting scholar and chairs the .

The course includes guest speakers in economics and law, policy and co-operative development in multiple regions.

Intended Audience

Individuals with a strong interest in co-operative law include lawyers, law students in advanced stages of study, co-operative practitioners, policymakers, regulators, and those working in the co-op sector in advocacy and/or government relations.

Course Fees

Individual registration: Register before April 1, 2025, to enjoy the early bird fee of 800 CAD (~530 EUR). Registrations after April 1, 2025, are subject to the standard fee of 1000 CAD (~660 EUR). 

Group registration: Register as a group, defined as an organization or movement (representing different organizations that are members of a national/regional apex), and enjoy one free registration with three registrations paid in full (i.e 4 for the price of 3) or two free registrations with five registrations paid in full (i.e. 7 for the price of 5).

Registration covers five days of class lectures, discussions, guest presentations, coffee breaks and lunch, a co-op visit, and a walking tour of Pula's historic city. Course fees do not include accommodations, travel costs (to/from Pula), or travel health insurance which participants need to arrange themselves. 

Refunds will be issued in full before June 30, 2025. A refund less a 100 EUR administration fee will be issued between July 1 and July 31. No refund is available after August 1. 

Dates

August 24-29, 2025. Programming opens with an evening reception on Sunday, August 24, and closes in the afternoon on Friday, August 29. We encourage participants to join us for the August 23 workshop. 

Workshop on Co-operative Law and Public Policy: August 23, 2025, in Pula, Croatia

A free and open event preceding the Co-operative Law Summer School, the workshop aims to contribute to shaping the Legal Framework Analysis. This activity is undertaken by the  and its regional offices under the ICA-EU Financial Framework Partnership Agreement (ICA EU FFPA). Participants will discuss how the  can contribute to bettering the legal-policy environment for the development of co-operatives. 

Location

 in Croatia, Zagrebacka 30, Pula, Croatia. The classroom venue is located at the Economics Faculty downtown (FET, Preradovićeva 1/1, Pula). Pula is accessible by air, bus, or ferry from many European destinations. Participants are responsible for obtaining any travel/entry visas (as required). A letter confirming participation, which may be needed for a travel Visa application, will be issued upon registration on request.

Accommodation

Participants are responsible for arranging their accommodation. Several rooms are reserved in Student Residences, a 5-minute walk from the venue. If you are interested in booking them, please do this directly by emailing studentski-dom@scpu.hr with the Subject "ICCM." Prices (per person, daily) are as follows:

  • Two single beds in a shared room: 40.50 € + 1.60 € tax  = 42.10 €
  • Single person in a double-bed room: 60.75 € + 1.60 € tax = 62.35 €
